BCFIRB changes its August 2023 directive, making the development and implementation of Administrative Monetary Penalties (AMPs) policies and procedures voluntary for supply-managed boards. SM boards may continue using their compliance and enforcement processes if they align with BCFIRB’s eight prior approval requirements for AMPs.

BCFIRB approves the BCEMB’s proposed changes to the Going Concern Sales and Quota Exchange sections of its Consolidated Order. BCFIRB directs BCEMB to monitor and report on quota volume and impacts within a year. The proposed change to Temporary Allotment Programs does not require BCFIRB’s prior approval.

Approval: BCFIRB to B.C. Egg Marketing Board — 2023 Growth Quota Distribution Plan (PDF, 141.1KB)
BCFIRB approves the BCEMB’s March 20, 2023, recommendation to distribute 103,797 new growth quota units, 7,490 units held in abeyance, and 36,681 units from the quota reserve pro-rata to all producers in good standing. The 200-quota unit equal distribution is deferred to the next national allocation.

BCFIRB approves the BCEMB’s March 1, 2022, recommendation to place 7,490 growth quota units in the Quota Reserve Temporary Allocation Pool B for temporary lease to all producers. The quota will be issued under the Multi-Allocation Policy when sufficient total quota from the next national growth allocation is available.

BCFIRB reviews the rationales from five commodity boards for not implementing Administrative Monetary Penalties (AMPs) for biosecurity programs. BCFIRB rejects the rationales from the B.C. Turkey Marketing Board, B.C. Hog Marketing Commission, and B.C. Milk Marketing Board (BCMMB), and directs them to take further steps toward developing AMPs or justifying their positions.
